Taggart Investments Inc. AND MILLER WASTE SYSTEMS INC. TO UNDERTAKE AN ENVIRONMENTAL ASSESSMENT TO EVALUATE A RESOURCE RECOVERY AND WASTE DISPOSAL FACILITY IN RUSSELL TOWNSHIP

Russell Township, November 10, 2010: A partnership of Taggart Investments Inc. and Miller Waste Systems Inc. – Taggart Miller Environmental Services (TMES) – is proposing to engage the local community in an environmental assessment process (EA) of a resource recovery and waste disposal facility in Russell Township. The proposed facility, if approved, is intended to maximize diversion of Industrial, Commercial and Institutional (IC&I) and Construction & Demolition (C&D) materials from disposal in response to existing and future government regulations and diversion requirements of the marketplace.

Subject to the results of the community consultation and the EA process, it is envisaged that the facility would include components to recycle and process various IC&I and C&D materials from the waste stream.

If the environmental assessment is approved, and the other necessary approvals are received, the proposed facility – to be called the Capital Region Resource Recovery Centre (CRRRC) – would contribute significantly to addressing Ottawa’s and Eastern Ontario’s IC&I and C&D waste diversion deficiencies, while incorporating residual disposal capacity on-site for those materials that cannot feasibly be diverted and recycled. It would also provide additional local employment and increase business tax revenues for the Township.

“We intend to invest significantly to build resource recovery capacity in advance of the expected provincial regulations that will require increased diversion of commercial waste. This facility would develop much needed IC&I diversion capacity, and assist Ottawa and Eastern Ontario in advancing towards their local goals and the provincial target of significantly increasing the amount of waste that is diverted and recycled,” explained Hubert Bourque, the project manager for TMES. “One of the key options we would like to examine in the environmental assessment is the possibility of establishing a demonstration processing facility using technology to process the organics in the IC&I waste stream that would produce a compost product with commercial value; recover valuable renewable energy; and result in a biologically stabilized residual for disposal.”

Public participation involving the local community and other key stakeholders will be an important aspect of the EA. TMES will be organizing a number of Open Houses and other consultation activities to ensure the community is fully involved in the process. The first Open House will take place at the Russell Arena, 413 Concession Street in Russell, on Thursday November 25 from 2:00 pm until 9:00 p.m.

Taggart Investments Inc. is a large Ottawa-based family-owned construction and property development company. Miller Waste Systems Inc. is a long established waste diversion and recycling services provider to both the private and public sector in Ontario, Manitoba and the Maritimes. Miller has constructed and successfully operates four composting facilities capable of processing about 175,000 tonnes/year, as well as recycling/diversion facilities that currently recover about 150,000 tonnes/year of materials from the waste stream.
