Taggart Miller Environmental Services (Taggart Miller) has completed the draft environmental assessment for a proposed integrated waste management project to be known as the Capital Region Resource Recovery Centre (CRRRC).  As required by the Terms of Reference approved by the Minister of the Environment on December 17, 2012, Taggart Miller is making its draft environmental assessment available for public comment prior to finalization and submission to the Ministry of the Environment.

Comments on the draft environmental assessment should be provided in writing to Taggart Miller by July 31, 2014.  All comments should be submitted to:

Open House #5 will present the preferred site development concept; the assessment of environmental effects associated with the project together with proposed mitigation measures, monitoring and contingency measures; the results of the leachate treatment, haul route and cumulative impact assessments; an outline of the proposed EA/EPA document package, and an overview of the proposed schedule for submissions and the Ministry decision making process. Participants at this Open House will be informed of the plans regarding distribution of the draft EA for review.

On June 6, 2013, the Honourable Jim Bradley, Ontario's Minister of the Environment announced proposed changes to the Waste Diversion Act to improve industrial and commercial recycling and reduce waste in Eastern Ontario and the Province.

Update on consultation plan:

Taggart Miller will host Open House #5 to present the assessment of environmental effects associated with the preferred Site development concept, the results of the leachate treatment assessment, an outline of the proposed EA/EPA documentation package, and an overview of the proposed schedule for submissions and the Ministry decision making process. Open House #5 is tentatively scheduled for the fall of 2013.

Open House #6 will be held during the public and government review period for the draft EA.

June 6, 2012 - Notice of Additional Site and Second Open Houses for an Environmental Assessment of the Capital Region Resource Recovery Centre

Taggart Miller – a partnership of The Taggart Investments Inc. and Miller Waste Systems Inc. – is adding a second site for consideration to its environmental assessment process (EA) for a resource recovery and waste disposal facility in Eastern Ontario. Initially the EA proposed a site located in the north part of Russell Township. This second alternative site – to be considered in the EA process – is located east of Boundary Road and south of Highway 417 in the City of Ottawa near an existing industrial park.  In the EA, it is proposed to first compare the two possible sites and identify one of them as the preferred site for detailed study.  The proposed facility, if approved, is intended to provide a complete and innovative solution for the recycling and diversion from disposal of non-hazardous Industrial, Commercial and Institutional (IC&I) and Construction & Demolition (C&D) materials and the disposal of residual materials that are not recycled or otherwise diverted.
